The Windsor Essex Community Housing Corporation operates within a decentralized district management business concept.

Over 4,700 units plus many rent supplement units are managed by six districts and the associated district teams. This includes property management administration, facilities management and social housing administration.

While most districts are assigned portfolios on a geographic basis, units belonging to a particular social housing funding stream Affordable rental housing for low-income seniors, Non-profit housing for families, singles and persons with disabilities, & Rent-Geared-To-Income housing for persons throughout Windsor and Essex County are grouped within the same district to promote efficiencies, program expertise and performance measurement accountability.
