In 2009, many Windsor and Essex County residents were
impacted by the global recession and our economic land-
scape has changed in many ways. Windsor has had the
highest unemployment rate in the country on and off
for more than five and a half years since 2006 — longer
than any other city in the country. * The need for afford-
able housing is driven by factors such as: economics, job
markets, immigrations and poverty trends, plus an aging
population.
